Sure it does...
it provides a "wide range of experiences and opportunities for all students" You could take all that money from sports that lose money eg, $500k for a women's bball coach and invest it in a magnificent intramural program, make it like the Naval Academy everyone has to participate in something, point here being that a little exercise for everyone is probably much more useful than intensive training for a few (and this includes the Olympics)
You crack on football and basketball but, for whatever reason they are the only sports that create enough fan attention to make money. If they didn't sure, even out the schollies.
